Cleawater/St petes
They are both very nice areas (Assuming you mean St. Pete Beach). Main difference as I see it is, St. Pete Beach is along a very long shoreline, so one place usually doesn%26#39;t get very crowded. People hang on the beach near their hotel, so they are spread all along this long shore.
Clearwater Beach is not tiny, but is a more defined beach area, so people go to this same area, so it seems to be a more active beach, a little more crowded sometimes since it is one area. This is good for some, not for others. From just about any hotel on Clearwater Beach, you can walk to a variety of restaurants, bars, shops, water activities etc since it is one %26#39;smaller%26#39; area. In St. Pete Beach, depending on where your hotel is, you may need to drive for a variety of restaurants etc. As the people are spread out along this longer shore line, so are the restaurants and shops, bars also.
Clearwater Beach tends to draw a little younger crowd also, of course very generally speaking.
On CB, the Hilton is directly on the beach and in the perfect location. And I believe, will be in your budget.
